KDE can't change screen layout

I've installed kubuntu 16.04. I've been using kubuntu 16.04 for almost 2 years now and earlier with fn+f6 key combination i was able to change screen layout, so i could turn off laptop screen with when monitor was connected to my laptop.
I've tried to find something related to screen layout in settings app but had no success.
After the new install the hotkey is not working, what i would not really mind but i can't change the screen layout also, is there a command to change the layout?
