Xubuntu mounts Luks disks always as root

I experienced a difference between Xubuntu 16.04 and Ubuntu 16.04, because Ubuntu mounts external luks encrypted disks as normal user by default, but Xubuntu does with root user. So the normal user can read but cannot write data on the encrypted disk. It is necessary, to change the permissions at the mount folder first.
Why does Xubuntu behave that way and different to Ubuntu? It really bothers me and makes it even more complicated for not so advanced users.
