Ubuntu 16.04 ShutDown Screen red dots - what do they indicate?

Ubuntu 16.04, on shut down, 5 white dots, changes to red dots one by one.
Sometimes the shutdown "hangs" at two red dots, sometimes at three red dots, sometimes goes all the way to five red dots....
but never shuts down.
Have to hold power button to shutdown.
If I knew what the dots indicated, perhaps I could figure out my problem...
Any help out there?
