Cgroup mounting multiple subsystems

I am currently using ubuntu 17.04, and am trying to configure cgroups. I am using the following cgconfig.conf file.
 mount 
 cpu = /cgroup/storm_resources;
 cpuacct = /cgroup/storm_resources;
 memory = /cgroup/storm_resources;
However I get the following error : 
 ubuntu@rput-ub-stdaln ~> sudo cgconfigparser -l /etc/cgconfig.conf 
 Error: cannot mount cpu,cpuacct,memory to /cgroup/storm_resources: Device or resource busy
 cgconfigparser; error loading /etc/cgconfig.conf: Cgroup mounting failed
I tried to mount by manually by using the mount command, it failed with same error.
Does ubuntu 17.04 allow multiple hierarchies to be mounted to same mountpoint (like in redhat)?
