Using Ubuntu 17.04

I am having major issues with the size of static scrollbars especially in LibreCalc (see image) being way to small. I keep finding that I am dragging the sheet tabs instead of the bar to move across.
LibreCalc tiny scrollbars

While I am a bit of a noob when it comes to linux I have managed to follow other threads that have suggested:

gsettings set com.canonical.desktop.interface scrollbar-mode normal

and have managed to edit this file using nautilus:

/usr/share/themes/Ambiance/gtk-3.0/gtk-widgets.css

But nothing seems to change the width. I am using a 4k screen to get as much info on the screen at the same time as poss, and really don't want to switch back to 1080p.

Any help would be appreciated!
