tool bar does not come up on 16.04.3

I have a dual boot system with 16.04.3 and window 10. when booting ubuntu, the password page comes up. after password is entered, the normal background appears but no toolbar. I have to force shutdown. I have had this occur several times and have done a reload of the iso file. This works for awhile. I'm not very experienced with text input so be very specific with an answer that requires it.
