How do we set the default icon pack in Ubuntu's live ISO 17.10

SO I heard that if gnome-session-daemon is installed it would not use the settings.ini file in gtk3's file. So how can I make a icon pack be used system-wide. Or how can make the ISO or OS use the settings.ini file?
