Problem with Login-Screen with dual monitor on Ubuntu 18.04

I'm working with an Lenovo T440S with onboard intel graphics, using VGA connector and cable for first external monitor and an i-tec USB 3.0 Display Adapter for second external monitor with HDMI. On Ubuntu 16.04 the loginscreen appeared on the monitor where the mouse symbol is present.



On Ubuntu 18.04 the login screen is restricted to the notebook's internal display. This is a problem if the notebook's internal display is not visible when working with external monitors.



For that reason the behavior for loginscreen should be solved similar to Ubuntu 16.04. Any ideas how to achieve it?
