Not using locking for /var/lib/dpkg/lock (sudo mount -o remount,rw / does nothing)

OK, I know this may seem like a duplicate, but I've run into a problem that has caused me weeks of headache. I don't know what happened but my filesystem was remounted in read only mode (no I was not updating anywhere near the time this happened) I've run sudo mount -o remount,rw / which does remount my FS in read-write but leaves me in a text console, if I reboot from there it immediately returns to read-only mode. My dpkg file is obviously locked and (even running as root) I cannot unlock it for the life of me, nor can I delete it. If anyone can help it would be greatly appreciated as I am about to throw my computer away from this problem.
