Ubuntu Hardware acceleration not working when charging

My System: Ubuntu 16.04 with Dell 3521(Core i3 3227u + Radeon HD 7670M).
So, recently I bought a new battery to go with it, and when charging the new battery, the GPU does not work, the CPU usage is through the roof for a single tab of chrome (eg. When playing a video, it goes up to 125%, for a single tab.). If I try to play 2 or more tabs with Youtube videos, the PC Stops responding completely.
The reason I ask this here is because the battery works in Ubuntu 12.04 and Windows 8.1.
Do I need to install some new power management drivers?
