Can't connect bluetooth mobile 3600 mouse

I have a Dell XPS and I want to connect a Microsoft Bluetooth Mobile 3600 to it. I've tried discovering it with and without the Blueman app. My phone sees the mouse, the laptop sees the phone, but doesn't see the mouse.
I'm not sure how to approach this.
