Failed to try-restart unbound.service: Unit unbound.service not found

After upgrading ubuntu 14.04 to 16.04, occasionally when I try to connect to OpenVPN, I get a message "Failed to try-restart unbound.service: Unit unbound.service not found.", after which openvpn exits. However if try connecting again, it may or may not connect without this message. Usually I see 0 to 2 of these before it works.
How do I fix this issue?
