Changing colors of seemingly gtk-based programs

So when I run Gpick, it has a window 95-esque grey background color.
However I recall in my previous ubuntu installation, which I set up black theme for everything for, Gpick had a dark background color. A google image search showed that it is possible to do it, and it wasn't just me imagining things:

However, I tried finding the tool to change whatever GUI system Gpick uses to no avail.
What is the settings tool to change this thing to use a dark background?
