Ubuntu 16.04 using almost all RAM with no applications running

my computer at work is running Ubuntu 16.04 and sometimes after the weekend it runs horrendously slow requiring a restart. I have checked using htop
and found that 6.8 GB of RAM is being used, yet no applications are open and nothing in the processes list is showing more than 0.9% memory usage. The swap space will generally be about 25% used also.
Nothing short of rebooting the computer seems to help, after which the memory usage is back to normal.
Is this normal?
