Keyboard language fails to set after login

I have three language layouts installed under my main, admin profile: UK, US and HU for Hungarian. If HU is selected and then I switch to another user on this machine (that user only has UK and US keyboards) and then switch back to my main profile user, while the keyboard indicator still appears as HU, they keyboard in fact reverted back to one of the English keyboard layouts.
I can only get it back by changing the keyboard to English and then back to Hungarian. Only then do the actual Hungarian keys get activated.
Has anyone seen this?
Is this a bug?
Any known workarounds?
