Keep cursor visible while scrolling in Vim

I've troved about a fair bit on the Interwebz - this site, Stack Overflow, and others via a Google search - but can't seem to figure out how to do this.



I use Vim in Cygwin, and somehow it's set up so that when I scroll with the mouse, the cursor remains visible while I'm scrolling. I'm also virtualizing Linux Mint, and when I scroll in (Vim in) its terminal, the cursor still blinks at the same rate as when it's just sitting there. This is somewhat undesirable to me, as it makes it hard to get where I'm aiming for (since the cursor is not visible for some of the time I'm scrolling.)



Anyone have any idea how to keep it visible while scrolling?
