my pc has been running ubuntu for years without any updates, I am trying to uninstall ubuntu, and reinstall a fresh copy but the CDROM drive is not reading

Please tell us more about your computer: Brand name and model of the computer itself and also about the graphics chip/card, the CD/DVD drive and USB system. If the computer is 'not too old', it might be easier to boot from a USB pendrive than from CD/DVD.

@sudodus the computer is an hp compaq dx 2310 mt, it will not respond to USB either

That model can have different processors and amount of RAM. Try to find out which processor there is and how much RAM to help us help you. -- Now I suggest: Download an iso file and burn to a DVD disk or clone to a USB pendrive of an Ubuntu community flavour with a lighter desktop environment than Ubuntu: ultra-light Lubuntu or medium light Ubuntu Budgie, Ubuntu MATE, Xubuntu. The graphics chip/card makes a difference too. If nvidia or ATI Radeon, you may need the boot optionnomodeset
