Primary display problem on multiple monitors leads to display on one screen, mouse on the other

I have two displays for my Ubuntu 17.10 machine; they are in the "Join Displays" mode.
Intermittently, when I restart/login, I'll have the primary display switch to the other monitor, but the mouse/keyboard will remain on the primary display. I am able to fix this by going into Settings->Devices->Displays and dragging the Primary Display back to the correct position (right side in this case), but because my mouse is on the other screen, it is a bit challenging ;-)
What could be causing the configuration to change?
I could probably live with the Primary Display intermittently switching monitors (which could be hardware driven?) but it is very difficult to keep trying to guess where I need to click. I don't understand why the display would change, but not keyboard/mouse i/o.
How can I fix this issue?
