non sudoers user protect bare php code but allow access over browser apache

I have situation where there is one root user and other are non sudoers. I want to allow non sudoers to fully access php projects from browser but not phpmyadmin page and /var/www/html/ directory.Simply i want non sudoers to access projects but not bare codes and also database.
