I'm trying to backup files from server targetC to server localA through a ssh tunnel hostB.

The command I used is :

rsync -azv -e 'ssh -o “ProxyCommand ssh -A user@hostB -W %h:%p” ‘ user@targetC:path/ localpath/

This worked fine except for a directory where I get the error Permission denied (13).

The user on hostB and target C are the same but is different on localA. I am root on target C and local A.

I used chmod 777 to modify permissions of all files and changed ownership of that directory (and files) to my account but the error persists.
