Force Audio Power Save Mode to Off on Startup - Ubuntu 16.04

I am experiencing the hissing/static sound when my headphones are plugged into my Dell Precision M4800 running Ubuntu 16.04, similar to the problems posted here:

  • How do I fix laptop speakers popping when no sound is playing?

The static is only present when headphones are plugged in. The static is always present when I am running on battery. When I am on AC power, the static is also present when I start up the computer. However, I have discovered that I can make the static stop by unplugging the computer and then plugging it back in (the sound goes away on AC power, but occurs when on battery). This suggests to me that the problem is caused by the audio card going into power save mode.



I attempted to fix the problem using the solution found in Lubuntu/Ubuntu 13 Audio clicking in power-save mode and here. These solutions set:




  • INTEL_AUDIO_POWERSAVE=false in /usr/lib/pm-utils/power.d/intel-audio-powersave


  • power_save=0 in /etc/modprobe.d/alsa-base.conf


  • power_save_controller=N in /etc/modprobe.d/alsa-base.conf

These solutions sould force the audio power save mode to never be used. Evidently,these changes are being overwritten somewhere else. My questions are:



  1. Is there another audio power save parameter overwritting these

    parameters?

  2. Can I confirm that audio power save mode is off?

  3. Can I configure my laptop to set power save mode to off on
    startup?

Right now, I have to unplug and plug in the computer to get audio power save mode to recognize that AC power is present.
