HiDPI scaling issues on Ubuntu 17.10

After migrating from 17.04 to 17.10, scaling on a HiDPI screen (3200x1800) does not work anymore for some applications.

I have set 200% scaling factor in system settings. However, many applications (Chromium, Thunderbird, many others) ignore this setting.

This used to work in 17.04 with Gnome Tweak Tool !

Passing "--force-device-scale-factor" does help, but is very unflexible.

I found a hint about "fractional scaling": http://www.omgubuntu.co.uk/2017/09/enable-fractional-scaling-gnome-linux.
It does make applications scale to correct the size, but render quality is awful. So, this is not an option, either.

Any help is appreciated.
