Kubuntu Nvidia Graphics Card Fuzzing?

After enabling enhance application settings
and enabling FXAA
I got this strange fuzzy effect which text becomes distorted and then clears up, before becoming fuzzy again. Obviously the easy way to fix this is to go back to Use Application Settings
, but why does this happen, and is there any tradeoffs for typical desktop browsing/light video editing not using enhance application settings
?
