Installing development system for local hosted applications

I want to develop an application that will run on the development system (local hosted). I downloaded the SDK for the voice card I am using, but need a development system. The SDK installer says gcc is not in the path, but I suspect I will need to install more than just gcc.
I am currently running Lubuntu 4.15.0-22 on an AMD Athlon Thunderbird processor. The Synaptic Package Manager offers a large a la carte menu of items under the Development heading. There are three Development items in the list: Development,
Development (multiverse),
Development (universe).
From which list should I be shopping? What am I likely to need to develop local-hosted applications written in C/C++? Even just the gcc and g++ packages have dozens of entries. Does the gcc and g++ entries install the most recent, or do I need to select the gcc-7 and g++-7.
