BitTorrent clients not downloading (even Transmission)

I have not been able to use my laptop to download torrent since I started using Ubuntu. Transmission always returns "error connection failed" or "could not connect to tracker". I've tried other BitTorrent clients too. I tried Vuse, Tixati. Deludge doesn't connect at all. I am not sure if it is from the ISP because I do download torrents on windows before porting to Ubuntu. I use Ubuntu 18.
I have Transmission pick random port on startup and I have never tested an open port
