Xenial 16.04 LTS - Temporary screen malfunction at boot, hanging/freezing apps/ Del Inspiron-5576 AMD Radeon rx7 / AMDGPU-PRO installed

first post on askubuntu.com, although I visit this site just about every other day.
I've been looking around for a while now to see if other users have had a solution that fits my issue, and although similar issues seem to be occurring for those with APUs, no posts I've seen are quite the same.
I don't know if this counts as a screen tear (images below), but i'm getting a flash - sort of similar to those old cathode ray TVs -
with a remaining image every time at boot, which ends up exactly the same, as if it were a picture or something.
I have been willing to overlook the cosmetic, yet benign fault generally -
but lately my desktop is beginning to freeze and apps are refusing to close. My laptop can get a bit warm and noisy too. Oh and freezing / hanging is resolved either through a new action (open terminal closes the app as attempted prior) or by displaying the desktop (ctrl+d). Sometimes xkill is necessary.
I have been downloading torrents lately with "Transmission" but I am more concerned that this is all to do with issues regarding the drivers, tied to the dodgy graphics during each boot.
I have attached a "Neofetch" result portraying my system, and what appears when I query my drivers in "Software & Updates" just for good measure. Both demonstrate that the "Arc-Dark" theme is also showing no shadow in the top bar, something which just began roughly an hour ago.
Is there anything in particular I could be doing wrong? any system files I could be repairing? Better drivers to install? I have Installed other Ubuntu distros as well (previous LTS, and "Artful"), but I get a similar boot with them too - plus poorer overall performance.
Is Ubuntu hopeless with Dell Inspiron - should I miigrate over to Fedora, etc? I'd rather not.
Any help would be a godsend. I would appreciate it very much.
