In 2017 I noticed that among all of my software installations, PPAs were not offered at all. Every installation instruction for Ubuntu now lists shell commands: echoing a string into apt list files, then w-getting a key, and sudo-apt-key-adding it (sudo apt-key add).

In 2015, or back in 2012 for sure, PPAs were abundant. What has changed since then?

You still can use add-apt-repository ppa:... for installing LibreOffice or GIMP or so on. Snaps are not so convenient as APT does.
