Make sure you burned the ISO file properly, as explained at help.ubuntu.com/community/BurningIsoHowto . Simply putting the ISO file on a DVD will NOT work; you need to burn it as a disk image.

Then once you get the disc image burned properly, you will need to reboot your computer and boot from the DVD instead of from your hard drive. Ubuntu is not opened from within Windows like other programs, but is its own standalone operating system.

a .torrent file is a necessary file to start the download of the real file(s). Did you actually download the real ISO, or just the torrent itself (the ISO is >800MB where the torrent file will be a few kb only)

Don't just copy the file to the CD. You need to burn the ISO on the CD.
In a burning program you can select file, select image, etc.
Make sure you choose "select image" when burning the iso.
You can follow this tutorial: How to burn a DVD on Windows
You can also use other burning programs of course.
