How to get my sound output devices to always show up

Here is a picture of my sound output devices on Ubuntu 17.10 on Gnome.

Sometimes there are devices shown there, but frequently there are not. How to I get it so my headphones or built-in laptop speakers always show up?

  • try looking in Pulseaudio Volume Control configuration tab pavucontrol -t 5. Devices may be detected in Pulseaudio but set to 'Off'
