This option upgrades all packages. From man pip/INSTALL OPTIONS:
-U, --upgrade
Upgrade all packages to the newest available version. This
process is recursive regardless of whether a dependency is
already satisfied.

Upgrade all packages to the newest available version. This
process is recursive regardless of whether a dependency is
already satisfied.
