Changing Proxy Settings for a specific Application

I wanted to remove the proxy settings only for GNU OCTAVE to be able to submit their assignments. But my system-wide proxy setting is of my College network Settings. Is there any way I can change the proxy settings to "NO PROXY" for only GNU OCTAVE?
