adb devices gives an empty list despite IntelliJ can list the phone and the vendor id is in .android/adb_usb.ini

Most of the issues with adb devices giving an empty list is because:
User have no permission - I have ruled it out by running IntellJ and accessing device from there.
Device not trusted. This I ruled out too by running IntelliJ
The device is not recognised by adb. My device is Google Pixel so this is rather unlikely. Nevertheless I manually added its vendor id
0x18d1
to .android/adb_usb.ini to no effect.I experimented with shutting down both the PC and the mobile and start fresh.
$ adb devices
* daemon not running. starting it now on port 5037 *
* daemon started successfully *

I do not know what IntelliJ is, but have you created a/etc/udev/rules.d/51-android.rules
file with the device-code fromlsusb
command with the phone pluged-in?
