Why hdparm reports the current logical heads as larger than max logical heads?

After performing a "hdparm -I /dev/sdX", I see:
Configuration:
Logical max current
cylinders 16383 16383
heads 15 16
sectors/track 63 63
Is this normal? That is, the current number of head larger than the max number of heads?
