2 wifi cards and hotspotting

I us Ubuntu 17.10 with Gnome environment.I hav PC with 2 wifi cards and both connects via USB. One of them receiving network and I would like to share networ via other one. Settings-->Wifi and 3 dots. And "Turn On Wi-fi Hotspot" is gray. I can not activate it. How to share internet via other wifi card?
