NVIDIA Prime removal

I tried to update CUDA from 8.0 to 9.1 but I got the following error on Ubuntu 16.04.
Removing nvidia-prime (0.8.2) ...
mv: cannot move '/etc/X11/xorg.conf' to '/etc/X11/xorg.conf.04222018': Operation not permitted
dpkg: error processing package nvidia-prime (--remove):
subprocess installed post-removal script returned error exit status 1
Errors were encountered while processing:
nvidia-prime
E: Sub-process /usr/bin/dpkg returned an error code (1)
nvidia cuda
